WASHINGTON. July 21. The House of Representatives’ Merchant Marine Committee today approved a Bill to block petroleum shipments to any foreign country unless the Secretary of Commerce certified that such exports would not interfere with national defence or security.  

The Bill arose out a committee of inquiry into shipments of petroleum products to Russia. Reuter.
